RECOMMENDED ACTION:Approval of Contract Modification

ITEM SUMMARY

To approve an increase to the current awarded contract amount of $790,100 by $349,500, for a total contract amount of $1,139,600, for engineering professional services for Shiloh Road Expansion - Park Boulevard to 14th Street, Project No. 7036, from Kimley-Horn and Associates, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2019-0229-X; Modification No. 4) Approved

 

PREVIOUS ACTION/PRESENTATION

On February 25, 2019, City Council approved engineering professional services agreement in the amount of $527,400 for the Shiloh Road Expansion - Park Boulevard to 14th Street, Project 7036, to Kimley-Horn and Associates, Inc.

 

On March 17, 2020, City Council approved contract modification 1 in the amount of $191,100, increasing the contract total to $718,500.

BACKGROUND

The Engineering Department recommends approval of Contract Modification No. 4 for the increase in the professional services agreement with Kimley-Horn and Associates, Inc., in the amount of $349,500, for the Shiloh Road Expansion - Park Boulevard to 14th Street.

 

Contract Modification No. 4 includes professional construction observation services associated with the construction phase of the Shiloh Road Expansion project.  A qualified resident project representative will provide construction observation for the bridge and roadway construction.  In addition to construction observation, the representative will provide review of submittals, pay requests, construction schedules, and provide project coordination between the City and Contractor.

 

Modification 2 was executed on October 7, 2020 to increase the agreement by $38,100 for a total contract amount of $756,600. Modification 3 was executed on July 27, 2021 to increase the agreement by $33,500 for a total contract amount of $790,100.

 

If this contract modification is not approved, it would limit the Contractor’s accountability to provide quality installation, materials and project submittals meeting the specified project requirements, which could potentially reduce the infrastructure’s service life.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Street Improvement CIP and is planned for 2022-23, as well.  The fourth modification to the Professional Services agreement for additional construction observation services, in the total estimated amount of $349,500, will leave a current year balance of $3,240,244 for additional project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
