The City solicited renovation services to correct accessibility issues present in the Interurban Museum and to correct drainage and moisture issues present under the historic structure. The city received two submissions using the CSP process. There were six companies that “no bid” and none were non-responsive.
An evaluation committee made up of three Facilities and one Parks staff ranked the technical aspects of the proposals, which comprised 50% of the overall score. Each member of the committee evaluated the proposals using the published technical criteria, without the price being disclosed during their evaluation. After completing individual technical evaluations, the committee met to discuss their findings. The evaluators’ scores were consistent across all of the evaluations. The points associated with cost were then added to the overall score.
Per the scoring of the proposals, staff recommends award to North American Commercial Construction, L.P. as the best value to the City of Plano, in the amount of $228,268. This amount includes the base bid of $182,490, plus the alternates, in the amount of $45,778.
This project is necessary to update various areas in the Interurban Museum to meet ADA requirements, replace flooring and improve the drainage under the building to prevent future damage.
