BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $512,850 for engineering professional design services from Teague Nall & Perkins, Inc., for the Oak Grove Drive Paving, Water Line, & Trail Improvements. This project includes the removal and replacement of approximately 2,500 linear feet of full-width pavement, sidewalk, barrier free ramps, driveways, alley approaches and replacement of approximately 5,300 linear feet of existing water line and appurtenances along Oak Grove Drive from Royal Oaks Drive to Princess Lane.  The project also includes removal and replacement of approximately 4,800 linear feet of Santa Fe Trail from Jupiter Road to the intersection of Oak Grove Drive and Peachtree Lane. In addition, the project includes evaluation of the existing storm drain system along Oak Grove Drive and within the adjacent Santa Fe Park and the design of required improvements to mitigate minor flooding concerns.

Teague Nall & Perkins, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.

The benefit of this project includes reconstruction of deteriorating concrete street and trail pavement, reduced flooding along streets and within the adjacent Santa Fe park, reduced maintenance cost and interruptions of water services to residents.

Not approving the expenditure would result in continued flooding and drainage concerns along the street and Santa Fe park, increased ongoing localized pavement and water line maintenance, water service interruptions, additional maintenance costs and a reduction in quality of life for local residents.

FINANCIAL SUMMARY/STRATEGIC GOALS

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
