RECOMMENDED ACTION:Approval of Expenditure

ITEM SUMMARY

To approve an expenditure for engineering professional services for Kingston Drive, Duchess Trail, Lorraine Drive, and Willow Lane - Paving and Waterline Improvements, Project No. 7460, in the amount of $485,377 from Lockwood, Andrews & Newnam, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

 

 

 

 

 

 

 

 

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $485,377 for engineering professional design services from Lockwood, Andrews & Newnam, Inc., for the Kingston Drive, Duchess Trail, Lorraine Drive, and Willow Lane - Paving and Waterline Improvements, Project No. 7460. This project includes preliminary design, final design, and construction related engineering services for the full street and sidewalk reconstruction of the following sections:

 

1. Kingston Drive - Peachtree Lane to Duchess Trail (2,000 LF)

2. Duchess Trail - Kingston Drive to Royal Oaks Drive (310 LF)

3. Lorraine Drive – P Avenue to end of cul-de-sac (430 LF)

4. Willow Lane – 18th Street to R Avenue (1570 LF)

 

Lockwood, Andrews & Newnam, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.

 

The benefit of this project includes updating the existing outdated water line and storm drain infrastructure and the reconstruction of deteriorating concrete pavement and sidewalk and barrier free ramps along these neighborhood streets.

 

Not approving the expenditure would result in continued and increased maintenance costs for the water line, pavement and sidewalks, resulting in a decreased quality of life for residents.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Street Improvement CIP and is planned for 2022-23, as well.  Professional design services for the Paving & Waterline Improvements - Kingston/Duchess/Lorraine/Willow project, in the total estimated amount of $485,377, will leave a current year balance of $39,623 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
