ITEM SUMMARY

To approve the purchase of horizontal concrete cutting for a one (1) year contract with two (2) one-year automatic renewals for the Public Works Department in the estimated annual amount of $500,000 from Precision Concrete Cutting through an existing contract; and authorizing the City Manager to execute all necessary documents. (BuyBoard Contract No. 657-21) Approved

 

BACKGROUND

Due to the volume of service requests received for trip hazards on city sidewalks in the City of Plano, Public Works researched a faster alternative to full panel concrete replacement to remove trip hazards and significantly reduce response times and prevent injuries.  Precision Concrete Cutting has an existing contract on BuyBoard for horizontal concrete cutting.  Purchasing contacted Precision Concrete Cutting plus two other vendors for price quotes for horizontal concrete cutting.  Precision Concrete Cutting was the only vendor that provides the service of horizontal concrete cutting to remove trip hazards on sidewalks.  The other two vendors could only use grinding to remove the trip hazards, which is not aesthetically pleasing. The contract will be for a (1) one year period with (2) two one-year automatic renewals.  The estimated annual expenditure is $500,000.

 

Public Works staff recommends awarding the contract to Precision Concrete Cutting. They were the only vendor contacted that could provide the service meeting requirements outlined by Public Works.

 

The funding for this contract is coming from the Capital Maintenance Fund, Sidewalk Repairs (35-51128).

 

If City Council does not approve this contract, Public Works would continue to repair trip hazards on city sidewalks using full panel replacement which is more costly and time consuming leading to longer response times. 

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. (BuyBoard Contract No. 657-21. and the City of Plano Contract No. 2022-0363-OA).

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Capital Maintenance Fund and is planned for future years, as well.  Award of the Horizontal Concrete Cutting Sidewalk Trip Hazard contract has an initial term of one (1) year and two (2) one-year automatic renewals of the same term, with an estimated annual expenditure of $500,000.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
