RECOMMENDED ACTION:Approval of Change Order

ITEM SUMMARY

To approve an increase to the current awarded contract amount of $12,958,671 by $680,132, for a total contract amount of $13,638,803, for the Fire Training Facility, Project No. 6824, to Thos. S. Byrne, Inc.; and authorizing the City Manager to execute all necessary documents. (Change Order No. 3) Approved

PREVIOUS ACTION/PRESENTATION

On September 14, 2020, City Council approved a contract with Thos. S. Byrne, Inc. in the amount of $12,958,671 for the construction of the Fire Training Facility located at 4637 McDermott Road.

 

On July 16, 2021, Change Order 1 was issued to extend the contract time by 32 days, due to weather.

 

On March 14, 2022, Change Order 2 was issued to extend the contract time by 135 days due to delays in the coordination between the building construction and the burn props that will be used during fire training exercises.

BACKGROUND

This agenda item covers one of two additional change orders needed for this project.  The other change order will be submitted at a future Council meeting after it has been finalized.  This agenda item is for the approval of Change Order No. 3, in the amount of $680,132.

 

Change order No. 3 includes work in three categories, as follows.

 

Modification to the Infrastructure - $547,471

Fireblast Global, Inc. is the vendor contracted by the City to supply the burn props that will be installed in the building and used during fire training exercises. The Fireblast system provides superior burn props and includes a much better system to control the props during the training exercises.  Modifications including electrical, conduits, and propane/gas piping, are necessary to support the burn props. 

 

An emergency generator was recently ordered for this project and will be installed by a separate contractor when the generator is delivered (in 2023).  Modifications to the building construction are being performed now to decrease the cost and provide for easier installation of the generator.

 

RescueAir Systems has donated a firefighter air replenishment system (FARS) to be added to the Fire Training Facility. The FARS requires additional electrical, control wiring, and plumbing infrastructure.

 

Technology Enhancements - $55,357

Technology for remote operation of apparatus bay doors. The system currently used by the City at other fire stations is no longer supported by the manufacturer.

Improved audio/video technology.

 

Equipment Additions - $77,304

Mock elevator training prop (including actual doors, machine room, and controls).

Heavy-duty winch to lift the concrete panel for Technical Rescue Team training (allows for collapsed structure training scenarios).

Protective railing on a work platform in the Single Family area.

Protective railings along the trail at the storm drain headwall.

Additional pavement to allow the burn car prop to be moved out of the single-family garage.

 

If this agenda item is not approved, the project elements will not be available for the training facility.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Fire & Public Safety Facilities CIP.  The third change order for the Fire Training Facility project, in the total estimated amount of $680,132, will leave a balance of $2,556,191 for future project expenditures. 

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
