ITEM SUMMARY

Ordinance No. 2022-6-5: To repeal and replace in its entirety Division 2, Neighborhood Block Parties, of Article V, Street and Thoroughfare Closures, in Chapter 19, Streets and Sidewalks, of the Code of Ordinances of the City of Plano, Texas, to replace it with a new Division 2, Street Closure for Neighborhood Event, providing definitions and regulations for permits and offenses related to street closures for neighborhood events; and providing a repealer clause, a severability clause, a savings clause, a penalty clause, a publication clause, and an effective date. Adopted

 

BACKGROUND

The Neighborhood Services Department currently administers street closures associated with neighborhood events.  Historically, neighborhoods requested a street closure to host a block party with or without the use of the Pop-up-Party Trailer. 

 

Over the last few years, neighborhoods have evolved from not only using the street closures for block parties but for other neighborhood events such as bike-a-thons, mini parades/festivals, holiday celebrations, and more. Neighborhood events are hosted by communities to provide casual settings for residents to interact and foster a sense of community. Some of these events are located in the street; thus, temporary closing of all or part of a public street may increase safety and enhance the environment for residents.

 

The proposed ordinance update from Neighborhood Block Parties to Street Closure for Neighborhood Event ensures the ordinance reflects the current uses for neighborhood street closures.
