Approval is recommended for the terms and conditions set forth in the Management Services Agreement between the City of Plano and Plano Golf Course, Inc., dba Pecan Hollow Golf to operate and manage Pecan Hollow Golf Course. Mr. Heidelberg, PGA Golf Pro, has been under contract to manage Pecan Hollow Golf Course since 1994 and has an excellent service record with the City of Plano. The current Agreement expires June 14, 2022.
Mr. Heidelberg has provided excellent leadership and customer service resulting in a high level of customer loyalty at Pecan Hollow Golf Course. Over the past 2 years, the course has experienced record daily rounds with very few complaints. Mr. Heidelberg’s successful record as course pro is notable.
Compensation for services performed by Mr. Heidelberg within the new Agreement remain the same. The Golf Course Fund will continue to receive 100% of green fees and 5% of all revenues generated from the operation of the facility. Substantive changes in the new Agreement include:
· Rental Equipment (New numbers based on historical usage trends.)
o The number of electric carts provided will increase from sixty (60) to eighty (80)
o The number of pull carts provided will decrease from twelve (12) to six (6)
o The number of rentable golf clubs provided will decrease from ten (10) to four (4)
· Hours of operation
o Closures increased from one (Christmas Day), to two (Christmas Day and Thanksgiving Day)
· Setting Fees
o Must now have all fees reviewed and approved by the City Of Plano
· Depositing Fees
o Decreased from twice a week to once a week
The new Agreement also includes updates to the legal terminology now used by the City of Plano’s contract team.
Approval of the new Management Service Agreement between the City of Plano and Steve Heidelberg supports the continued success of Pecan Hollow Golf Course and the high level of satisfaction among its users. By not approving the new Agreement and going out to bid for a new golf professional, the future success of Pecan Hollow Golf Course could be at risk.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(4). (City of Plano Internal Contract No. 2022-0458-AC)
