The last playground and park infrastructure update at Horseshoe Park dates back to 1995 placing existing features at 27 years old. The renovation at this location will include replacement of the playground, irrigation system and drinking fountain. It will also address ADA accessibility issues to update barrier free ramps and complete sidewalk connections as well as renovate the cricket pitch, lighting, site grading and sod.
JBI Partners, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0380-XR. The contract fee is $250,000 for landscape architect professional services which includes site analysis, a master plan developed with public input, topographic surveying, geotechnical services, preliminary design, sealed construction documents, Texas Accessibility Standards review, bid phase services, and construction phase services.
The benefit of this project includes updating park infrastructure that is beyond its life span, leveling and re-grassing uneven athletic surfaces, providing accessibility updates and the possibility of converting unused backstop space into an open drop-in practice space. Not approving the expenditure would result in the park amenities continuing to age in place with an increased demand for maintenance or, potentially, the loss of feature functionality.
The design process for Horseshoe Park Renovations is estimated to be completed in 2023. The project will then be released for bidding. Bids will be reviewed, an offeror will be selected and a bid award is anticipated to need Council action in 2023.
