The Plano City Council approved the expenditure for engineering professional services for the Sewer Improvements Plano Parkway Parallel Interceptor project at its December 14, 2020 meeting.

This item was originally included on the May 23, 2022 Council Agenda; however, staff requested it not be considered to allow for Plano’s Public Works and Engineering departments along with the project’s engineering consultants from Kimley-Horn to reconsider the project scope to assure the most cost effective and operationally efficient infrastructure approach was planned. After conducting an in-depth examination, it was determined that the acquisition of the proposed easements in this item provide Plano with the best value to accomplish project goals and objectives going forward.

These easements are necessary for the installation of a parallel sewer line to increase sanitary sewer capacity to avoid overflows.  Following an appraisal prepared by Pyles Whatley Real Estate Services, negotiations with Custer Highway 190 Joint Venture led to an agreed compensation amount of $282,958 for this acquisition.  Staff recommends approval.

The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(6).

Funding for this item is available in the 2021-22 Sewer CIP.  Land acquisition for the Plano Parkway Parallel Interceptor project, in the total estimated amount of $282,958, will leave a current year balance of $2,429,602 for future project expenditures.
