ITEM SUMMARY

RFP No. 2022-0117-BR for a one (1) year contract and will automatically renew for additional one-year periods until 8,000 pavers have been purchased for Veterans Recognition Pavers for Parks and Recreation Department to Veterinary Tag Supply Inc dba 4EverBricks in the estimated amount of $138,960; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

On January 24, 2022, City Council approved the construction of the Memorial Park donor recognition plaza. This area allows for a project to recognize veterans’ service within a walk of honor where bricks will be swapped out with personalized memorial bricks as they are ordered. This construction project is in progress and is expected to be complete by the end of August, 2022 pending weather and material delays.

BACKGROUND

The project was solicited as a Request for Proposal for a service to organize and fulfill orders for commemorative concrete pavers at Veterans Memorial Park. The City received three submissions using the RFP process.

 

All proposals were reviewed and evaluated according to the published criteria.  The RFP consisted of evaluation criteria requiring that the proposal would comply with mandatory standards – pavers offered, website/data management/payment options, communication and customer service, delivery plans and cost. The combined technical and cost score resulted in Veterinary Tag Supply Inc dba 4EverBricks scoring the highest scores for the specifications of the RFP.

 

It is the recommendation of the Parks and Recreation Department to award RFP No. 2022-0117-BR Veterans Recognition Pavers to Veterinary Tag Supply Inc dba 4EverBricks. The award includes marketing services, organization, and delivery of 8,000 engraved pavers to the Parks and Recreation Department. The entire value of the purchase is $138,960. The bricks will be purchased in increments as patrons order them through the memorial brick program.  Bricks will be sold for $65 each, which includes the brick, engraving, installation and ongoing maintenance of each brick. The fee represents a cost neutral program and does not result in a positive revenue stream for the City. The anticipated engraved brick format will feature the veteran’s or active service person’s name, branch of service and years of service.

 

If not approved, the Parks and Recreation Department will not be able to complete the Veterans Memorial Park Donor Recognition Plaza project which will allow patrons to honor their Veterans through the purchase of commemorative pavers that will be installed in the park.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves a contract to fulfill orders for commemorative concrete pavers, including marketing services, organization, and delivery.  The maximum expenditure of $138,960 will be made through proceeds from orders for a total of 8,000 individual pavers and will result in a cost-neutral funding that does not generate revenue beyond program costs.

 

Approval of this item will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government, and a Welcoming and Engaged Community.
