Technology Services recommends purchasing Rapid7 Security Information & Event Management Solution. This solution collects events to enable a proactive and reactive analysis of threats with advanced investigation of risk and threats across the full spectrum of attacker’s activities for the City of Plano cyber-security team.  The solution will enable a means to detect and protect against cyber threats.  An award to Solid Border Inc. for Rapid7 management solution through DIR-TSO-4365 will be in the estimated annual amount of $203,790 for year one (1), $213,990 for year two (2), and $224,700 for year three (3). Services will be paid on an annual basis, for a total estimated amount of $642,480.

This purchase, if approved, would provide 24/7/365 cyber security detection and response service with a vendor-provided crew of specialized engineers to protect the City of Plano assets. This service will act as an extension of our technology security team and defend the City of Plano environment against advanced technology attacks, so the technology security team can focus their time and energy on the other important security initiatives. This solution provides advanced implementation components and services, enhanced technology, and professional services coverage. This technology will save the City of Plano time and money while implementing a multi-layered approach to deliver superior security services and improving the City of Plano security posture.

The City is authorized to purchase from the State Contract list pursuant to Chapter 271 Subchapter D of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.  (DIR Contract No. DIR-TSO-4365 / City of Plano Internal Contract No. 2022-0546-OR). Purchasing researched multiple cooperative contracts seeking additional vendors that could provide the needed services.  Quotes were requested and received from three (3) vendors based on multiple DIR cooperative contracts and Solid Border was determined to be the best value for the City.

This request is to purchase Rapid7 Management Solution Services for three (3) years from Solid Border, Inc., in the estimated total amount of $642,480.  Funding is available in the 2021-22 Technology Fund for the initial purchase, in the estimated amount of $203,790, which will leave a remaining balance of $26,210 in the Technology Fund for other project expenditures.  Funding for the additional two (2) years of support will be funded annually in the estimated amount of $213,990 for 2022-23 and $224,700 for 2023-24 in the Technology Services Fund.  All future year expenditures will occur within council approved appropriations.
