ITEM SUMMARY

Resolution No. 2022-6-10(R):To certify that the City is eligible to receive financial assistance under the Collin County Parks and Open Space Project Funding Assistance Program; certifying that the City's matching share is readily available; designating the Director of Parks and Recreation as being responsible for acting for and on behalf of the City of Plano; certifying that the Los Rios Park has been dedicated for public park and recreational purposes; and providing an effective date. Adopted

 

PREVIOUS ACTION/PRESENTATION

City Council approved the funding for the design of the Los Rios Park Trail project on 2/24/2020 in the amount of $343,000. Project designs are expected to be completed in the summer of 2022.

BACKGROUND

The City of Plano intends to apply for funding for the construction of Los Rios Park Trail through the 2022 Parks and Open Space Project Funding Assistance Program with Collin County. The program could fund up to 50% of eligible construction costs.

Located at 1700 Country Club Drive and formerly operated as Los Rios Golf Course, the Los Rios Park Trail will traverse the Los Rios Park and connect Cottonwood Creek Greenbelt Trail to Bob Woodruff Park Trail. The trail will be 12 ft. wide and approximately 1.95 miles in length, and is expected to include bridges, seating, and trash bins along the pathway. The trail is part of the Collin County Regional Trails Master Plan and the NCTCOG Mobility 2040 Regional Veloweb.

The City purchased the land for Los Rios Park in 2014 with grant assistance from Collin County. A public process was conducted in early 2018 to solicit input and create a master plan to reprogram the former golf course to a park; and in 2020 the City began the reprogramming process. Under Phase I of reprogramming the site, demolition and removal of the former golf course infrastructure, such as the golf clubhouse, cart paths and signage, was completed in the spring of 2020. 

If the Resolution were not approved, the City would not be eligible for selection in the 2022 Parks and Open Space Funding Assistance Program to help with funding the construction phase of the Los Rios Park Trail project.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item has no financial impact.  If the City of Plano's application to the 2022 Collin County Parks and Open Space Matching Grant Program for the Los Rios Park Trail project is successful, a future item will be presented to accept the program's terms and award amount.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
