Plano Fire-Rescue has used SCOTT SCBA’s exclusively for over twenty years. The current SCBA’s are nearing the end of their life-span and need to be replaced with the latest version. The SCOTT X3 Pro is the newest version of SCBA that is compatible with the facemask, voice-amps, and SCBA air cylinders that Plano Fire-Rescue now uses. The X3 Pro SCBA’s have a new back-pack frame for a better fit and removable straps that can be cleaned and decontaminated. The X3 Pro SCBA’s also have a snap-change air cylinder connection that makes changing and filling air cylinders smoother and faster. The X3 Pro SCBA is configured with SCOTT SEMS II wireless telemetry system. This enables vital electronic communication between the responders and incident command, therefore reducing excess radio traffic.
This purchase will be for a complete change out of all Plano Fire-Rescue’s SCBA’s.
Funding for one hundred and twenty-eight (128) Self Contained Breathing Apparatus (SCBA) comes from the Fire Department’s Equipment Replacement Fund. Funding for two (2) additional SCBA’s comes from the FY 21/22 Reserve Ambulance Equipment budget supplement.
Procurement requested quotes based on cooperative contract pricing and Metro Fire Apparatus Specialists, Inc. submitted the lowest quote. The total cost for this purchase is $924,505.
Failure to award the purchase will render all of Plano Fire-Rescue’s SCBA’s out of compliance when the new NFPA standard is published.
The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items.
