Bids were opened on May 24, 2022 for the Cabana Lane, Fontaine Street, Hallmark Drive, and Sailmaker Lane – Paving and Water Line Reconstruction. Project No. 7289. The project includes the removal and replacement of 3,570 linear feet of full-width residential street pavement, sidewalks, driveways, barrier-free ramps, and replacement of water line (Cabana Lane location only) at the following locations:

1. Cabana Lane (Biltmore Place to Sailmaker Lane) (570 LF)  
2. Fontaine Street (Montclair Drive to Silverwood Lane) (1,170 LF)  
3. Hallmark Drive (Colonnade Drive to Archgate Drive) (1,500 LF) 
4. Sailmaker Lane (Service Road) (330 LF)

The lowest responsive and responsible bid was submitted by KIK Underground, LLC, in the amount of $1,876,519. There were a total of 1457 vendors notified of this project. Eight (8) complete bids were received for the project as shown in the attached bid recap.

If this project is not awarded, neighborhood infrastructure at these locations will continue to deteriorate leading to increase future maintenance costs and a reduction in the quality of life for the residents.

Funding for this item is available in the 2021-22 Street Improvement CIP and Water CIP and is planned for 2022-23 in both funds, as well.  Construction services for the Cabana Lane, Fontaine Street, Hallmark Drive, and Sailmaker Lane - Paving and Water Line Reconstruction project, in the total estimated amount of $1,876,519, will leave a combined balance of $398,481 for future project expenditures.
