ITEM SUMMARY

To approve an expenditure for engineering professional services for Stream 2D8 Flood Study, Project No. 7497, in the amount of $325,900 from LJA Engineering, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $325,900 for engineering professional design services from LJA Engineering, Inc., for the preparation of a flood study in the Briarwood Estates Neighborhood.  This area has seen recent flooding and storm drain capacity concerns.  The flood study will look at the streams bounded by P Avenue (west), E. Park Ave (north), Shiloh Road (east), and 14th Street (south).  An analysis of street crossings will look at reducing the risk of flooding/overtopping at stream crossings in the neighborhood. 

LJA Engineering, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.

The benefit of this project includes providing recommendations for improvements at Rigsbee Drive and Ridgewood Drive crossings that have experienced flooding as well as potential storm drain capacity improvements in the area. This project will also allow for the extension of the current floodplain mapping between Jupiter Road and P Avenue which has never been mapped by FEMA, establishes a base line condition for addressing erosion issues upstream of Roanoke Drive, and potentially reduces the flooding/overtopping of Roanoke Drive.   

Not approving the expenditure would result in continued flooding risks/potential damage of City infrastructure and residential properties, and a reduction in the quality of life for local residents.
 

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Municipal Drainage CIP and is planned for 2022-23, as well.  Professional design services for the Stream 2D8 Flood Study project, in the total estimated amount of $325,900, will leave a current year balance of $24,100 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
