ITEM SUMMARY

RFB No. 2022-0449-B for Cottonwood Creek Trail & Oak Point Park Trail Connection, Project No. 7323, for the Parks and Recreation Department to RLM EarthCo, Inc. in the amount of $798,585; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Located at Oak Point Park & Nature Preserve adjacent to Los Rios Boulevard, the project addresses a small existing gap between Cottonwood Creek Trail and the trails at Oak Point Park & Nature Preserve. The project will install a 12-foot wide trail connection extending approximately 0.32 miles from the trail underpass under Los Rios Boulevard to the eastern trail network of the nature preserve. In addition, the project comprises pedestrian lighting for the Los Rios Boulevard underpass, a connection to the future sidewalks along Los Rios Boulevard, as well as some gabion mattresses at adjacent culvert headwalls to mitigate the existing erosion.

 

Cottonwood Creek Trail provides a connection to the Trails of Glenwood and Windmill Country communities, as well as to the City of Allen. This trail connection is crucial to the continuity of Cottonwood Creek Trail into Oak Point Park & Nature Preserve as well as the regional connectivity of southwest Collin County as shown in the 2012 Collin County Regional Trails Master Plan. The trails at Oak Point Park & Nature Preserve serves the northeast region of Plano and provides opportunities for both active and passive outdoor recreation. Both Cottonwood Creek Trail and the trails at Oak Point Park & Nature Preserve are part of the Collin County Regional Trails Master Plan and the North Central Texas Council of Governments Mobility 2040 Regional Veloweb. If this project is not awarded, the existing gap between Cottonwood Creek Trail and the trails at Oak Point Park & Nature Preserve would remain.

 

The Parks and Recreation Department opened bids on June 2, 2022 for the Cottonwood Creek Trail & Oak Point Park Trail Connection project.  The lowest responsive and responsible bid was submitted by RLM EarthCo, Inc. in the amount of $798,585. There were a total of 1,572 vendors notified of this project. Nine complete bids were received for the project as shown in the attached bid recap.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Park Improvements CIP and is planned for 2022-23, as well.  Construction services for the Cottonwood Creek Trail & Oak Point Park Trail Connection project, in the total estimated amount of $798,585, will leave a current year balance of $51,415 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
