ITEM SUMMARY

Ordinance No. 2022-7-5: To appoint an Associate Judge of the Municipal Court of Record of the City of Plano, setting the term of office and compensation for the Judge; and providing a publication clause, and  an effective date. Adopted

BACKGROUND

I recommend that Kristine Schwan Primrose be appointed to the position of Associate Judge for a term of four (4) years beginning August 15, 2022.

 

Judge Primrose will join Judges McNulty and Dosher as full time employees of the City.  She will take the place of Senior Associate Judge McNulty. Ms. Primrose meets the requirements for appointment.  She is a member of the State Bar of Texas in good standing. 

 

Judge Primrose is currently the Chief Municipal Court Judge for the City of Coppell.  Prior to her tenure with Coppell, Judge Primrose was an Associate Municipal Judge for the Cities of Dallas, Lewisville,  Grand Prairie, The Colony, and Carrollton.  She has also served as an Administrative Hearing Officer for the City of Duncanville.  For the period  June 1995 through December 2006, Judge Primrose served in various roles with the Dallas County District Attorney’s Office from the Civil Division to Deputy Chief of the Misdemeanor Division.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item, in the amount of $29,112 (including benefits), is included in the approved 2021-22 Budget. This amount will cover the remainder of this fiscal year and future years will occur within Council approved appropriations. City Charter authorizes the selection and appointment of the judges of the Municipal Court of Record with the approval of the City Council.

 

Approval of this Ordinance will support the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
