ITEM SUMMARY

To ratify an expenditure in the amount of $123,241 for Oak Point Park Storm Sewer Repair, Project No. 7451, from Austin Raymond Construction, LLC dba Texas Civil Construction for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Storm sewer pipes ruptured under the parking lot at Oak Point Park Nature & Retreat Center, causing a sinkhole. The sinkhole threatens City of Plano assets and creates a public health and safety concern. Due to the emergent need for the repair, the Department requested and received exemption from competitive bid requirements, as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022.

 

The City’s Procurement Department contacted six contractors with a request for quote. One company responded. The Parks and Recreation Department received and accepted a proposal on June 28, 2022 from Austin Raymond Construction, LLC dba Texas Civil Construction, in the amount of $123,241.  The project addresses the damaged pipes and replaces the manhole with more durable pipe connections. The repairs are scheduled to begin prior to the July 25 City Council meeting.

 

If the project is not completed, the erosion at the manhole will result in a larger sinkhole that would further undermine the parking lot and result in more expensive repairs and allow the unsafe conditions to continue.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2021-22 Municipal Drainage CIP and is planned for 2022-23, as well.  Ratification of the expenditure for construction services for the Oak Point Park Storm Sewer Repair project, in the total estimated amount of $123,241, will leave a current year balance of $3,856 for future project expenditures. 

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
