To approve an increase to the current awarded contract amount of $5,385,205 by $282,000, for a total contract amount of $5,667,205, for the Harrington Library Expansion and Renovation, Project No. 7198, from Lee Lewis Construction, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents.  (Change Order No. 1) Approved

The Engineering Department recommends approval of Change Order No. 1 for the increase in the Construction Contract dated August 23, 2021, in the amount of $282,000.00.  The item includes required scope additions due to unforeseen conditions discovered during construction.  The scope additions include:

• Replace window flashings to eliminate moisture in the walls at the existing windows.  This will require removal and re-installation of windows and brick at identified areas.
• Additional cost to construct four structural concrete piers under the existing portico.  During the drilling for the piers, the crew encountered a water source in the bedrock.  This change in groundwater conditions requires a specialized team to complete the installation of the piers.
• Relocate mechanical piping to accommodate new architectural elements. Previously unknown mechanical piping needs to be rerouted to accommodate the proposed architectural elements. 

If this agenda item is not approved, the moisture in the walls near the windows will provide an environment for mold, the front entry addition cannot be installed and the architectural elements will not be completed.

Funding for this item is available in the 2021-22 Library Facilities CIP and is planned for 2022-23, as well.  The first change order for the Harrington Library Expansion and Renovation project, in the total estimated amount of $282,000, will leave a current year balance of $318,000 for future project expenditures.
