The Caddo Park Renovation project includes replacement of the existing playground and renovation of the existing pavilion. New trails, lighting, park amenities, irrigation and landscape will be included as part of the renovation in the park.

The Parks and Recreation Department opened bids on June 30, 2022 for the Caddo Park Renovation project. The lowest responsive and responsible bid was submitted by Ratliff Hardscape, Ltd. in the base bid amount of $1,367,904.  Eight complete bids were received for the project as shown in the attached bid recap. Three alternates were not selected for award.

The benefit of the Caddo Park Renovation is that it will renovate an older park that is no longer in full compliance with today’s local, state and federal requirements and requires more maintenance support than is typical for the existing amenities found in the park. As part of the design phase, the City collaborated with the PISD to include amenities deemed critical by the adjoining school’s administrators. Additionally, an access agreement was approved between the City and PISD to allow construction access and to clarify maintenance responsibilities at the shared property line going forward.

If the project is not awarded, given the age and condition of the existing playground and pavilion structures at Caddo Park, additional maintenance costs may be required to continue to make it safely available to the public. Caddo Park will still need to be renovated in the near future at a greater cost if the project does not proceed.

Funding for this item is available in the 2021-22 Park Improvements CIP and is planned for 2022-23, as well.  Construction services for the Caddo Park Renovation project, in the total estimated amount of $1,367,904, will leave a current year balance of $32,096 for future project expenditures.
