ITEM SUMMARY

To approve an expenditure for engineering professional services for Citywide Streambank Erosion Assessment, Project No. 7577, in the amount of $802,000 from Walter P. Moore and Associates, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

The Engineering Department recommends approval of an expenditure in the amount of $802,000 for engineering professional services from Walter P. Moore and Associates, Inc., for the Citywide Streambank Erosion Assessment project. This project includes a study of approximately 120 stream miles within the City of Plano, Texas. The proposed study includes inspection and prioritization of streambank erosion, erosion structures, and lake assessments with repair recommendations and associated cost estimates.

 

Walter P. Moore and Associates, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.

 

The benefit of this project includes a creek inventory and database with severity of erosion, potential infrastructure risks, threats to private property, safety concerns and project costs for repairs at each location. The data will allow staff to determine emergency repairs, prioritize erosion locations and predict potential locations for preventative maintenance. Associated repair costs will be utilized to determine budget needs and develop a comprehensive streambank stabilization program enabling staff to be proactive instead of reactive. The erosion control projects identified from this study will also benefit the environment by providing better flood control/conveyance, enhancing the streams natural qualities, improving the aquatic environment, improving the visual impact of the land, and stabilizing the surrounding land for uses that enhance the surrounding environment.

 

Not approving the expenditure would result in continued streambank erosion adjacent to City infrastructure threatening existing roadways, parks and adjacent properties, continued property loss and safety hazards, continued damage to the creek and local environment, continued maintenance and associated costs, and decreased quality of life for residents.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Municipal Drainage CIP and is planned for 2023-24, as well.  Engineering professional design services for the Citywide Streambank Erosion Assessment project, in the total estimated amount of $802,000, will leave a balance of $198,000 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
