The City of Plano solicited bids to provide temporary labor services for Environmental Waste Services Collections. Three responsive bids and two No Bid's were received. Temporary labor contractors are used to assist in the collection of weekly residential yard debris, paid scheduled special collections, bulky waste collections, and supplemental help for Compost Operations to process and bag Texas Pure Products.
Per the evaluation of the responsive bids of services provided by bidding agencies, City staff recommends awarding to all three bidders in ranked order based on percentage of markup and pricing.
Awards will be made to the three responsive bidders. The contracts will be awarded in order of the lowest cost (primary contract) to the next-lowest (secondary contract) and so on, responsive and responsible bidders. City will utilize the primary contractor for the majority of the work. If the primary contractor is unable to meet the City’s needs, the secondary contractor will be utilized, and so on. The results are as follows:
A2Z Staffing Solutions LLC Percent of markup: 23.5%
A & Associates, Inc. Percent of markup: 35%
Johnston Temporary Services, Inc. dba Labor Source of Texas Percent of markup: 36%
Estimated expenses for the Temporary Labor Collection contract is $820,000 for fiscal year 2022 – 2023 with four automatic annual renewals, bringing the contact award to $4,100,000 if all four renewals are exercised.
If the contract is not awarded, the City of Plano will be without a temporary labor contract to assist in the collection of weekly residential yard debris, paid scheduled special collections, bulky waste collections, and supplemental help for Compost Operations. Timely and reliable debris collections would also be impacted.
