| | | | | | | | ITEM SUMMARY Resolution No. 2022-9-1(R): To approve a contract with the Texas Commission on State Emergency Communications in an amount not to exceed $984,841.74 from the Coronavirus State and Local Fiscal Recovery Funds (“CSFRF”) in the Next Generation 9-1-1 Fund (“NG9-1-1 Fund”) for the deployment and reliable operation of Next Generation 9-1-1 Service, including equipment and administration costs; designating the City Manager as the authorized representative of the City for the purpose of executing the contract consistent with this resolution, acting in connection with said contract, and providing required information; authorizing the City Manager to execute all necessary documents; and providing an effective date. | | | | | | | | BACKGROUND Texas House Bill 2911 was signed by the Governor in June 2021, with an effective date of 9/1/2021 amending Texas Health and Safety Code 771. The amendment creates a Next Generation 9-1-1 (NG9-1-1) service fund designed to assist statewide next generation 9-1-1 service with a target date of September 1, 2025.
In November 2021, Senate Bill 8 (SB 8) appropriated Coronavirus State and Local Fiscal Recovery Funds (CSFRF) to the NG9-1-1 fund. The Commission on State Emergency Communications (CSEC) is administering disbursement of the funds through a reimbursement grant process.
The City’s implementation and reliable operation of NG9-1-1 service estimated costs through the period of performance (November 2021 – December 2024) are $984,841.74. The City of Plano wishes to enter into a contract with CSEC for the reimbursement grant funds in the amount not to exceed $984,481.74. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS This item approves a contract with the Texas Commission on State Emergency Communications to receive grant funds from the Coronavirus State and Local Fiscal Recovery Funds in the Next Generation 9-1-1 Fund ("NG9-1-1 Fund") for the deployment and reliable operation of Next Generation 9-1-1 Service. This contract, if approved, provides total funding in the amount not to exceed $984,841.74 in FY 2022-23 through FY 2024-25 (or $437,707.44 in FY 2022-23, $437,707.44 in FY 2023-24 and $109,427.86 in FY 2024-25).
Approval of this contract will support the City's Strategic Plan Critical Success Factors of being an Excellent, Innovative, and Accountable City Government with Safe, Vibrant Neighborhoods.
