The Engineering Department-Facilities Division, recommends entering into a professional services contract with Martinez Architects in the amount of $730,500 for RFQ 2022-0360-X Architectural Services for Fire Station 5 Expansion and Renovation, Project No. 7493. The facility was built in 1983 and was last renovated 1996, the stations lacks adequate bays to store all of its hazardous materials response apparatus and does not have enough sleeping quarters to serve the crews that need operate out of the station. When complete, the project will allow all of the Haz-Mat apparatus to be parked inside the station and a medical unit will be added to the crews responding out of this station, which more will adequately meet the services needed at this location.
Martinez Architects was deemed most qualified to provide the necessary professional services, based on their previously submitted experience that was established in their Statement of Qualifications submission for RFQ 2022-0360-X. After in person presentations, the committee solidified their selection of Martinez Architects because of the Firm’s project approach, most notably their methods during schematic design. Their firm specializes in fire station renovations having completed over 90 fire station renovations within Texas. Their scope of work will include plans and specifications for the renovation of Fire Station #5.
The project will include expansion of the apparatus bays, renovations of the locker rooms, dorm rooms, kitchen, day room, exercise room and various other support areas, a tornado storm shelter will be added and the site will be overhauled. The funding for this project was approved with the 2021 Bond Referendum.
Not approving the expenditure for the professional services will result in continued deficient Fire Station facilities and limit the emergency services provided at this location.
