It is the recommendation of Engineering Department - Facilities Division to enter into a design contract for the professional design services with Approach Environmental, LLC for the design of a fuel station at Highpoint Parks Maintenance facility, in the amount of $405,320.
The City of Plano previously worked with Mr. Perry Evans, P.E., P.G. with Approach Environmental, LLC for the initial design of a fuel station at the Fleet Services building. The initial design at this location was used to prepare the 2021 Bond Referendum estimate. Mr. Evans with Approach Environmental, LLC has shown through the detailed scoping, budget estimating and fuel facility design, an intimate understanding of the city’s requirements and needs to provide design and construction administration for fuel storage location at the Highpoint Parks Maintenance facility.
The escalation of costs limited the funds available to only construct one fueling facility. The Highpoint Parks Maintenance facility has been chosen as the first site to implement a fuel storage location. A future fuel storage location is planned for the Parkway Operations facility upon completion of a master plan study for this location.
If this professional services agreement is not awarded, it will lead to delays in the timetable of the project, and increased budget requirements due to cost escalation.
The City is exempt from the competitive bid process for this purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(4).
