RECOMMENDED ACTION:Purchase from Existing Contract

ITEM SUMMARY

To approve the purchase of one (1) Electric Refuse Truck Chassis with a Charging Station in the amount of $294,946 from Bond Equipment Company, Inc. and one (1) Electric Refuse Truck Body in the amount of $244,572 from Heil of Texas, for the total amount of $539,518, for Fleet Services to be used by Environmental Waste Collections through existing contracts; and authorizing the City Manager to execute all necessary documents. (BuyBoard Contract No. 601-19 and BuyBoard Contract No. 599-19) Approved

BACKGROUND

It is the recommendation of Fleet Services to purchase one (1) Electric Refuse Truck Chassis with a Charging Station and one (1) Electric Refuse Truck Body. One (1) Electric Refuse Truck Chassis with a Charging Station will be purchased in the amount of $294,946 from Bond Equipment Company, Inc. through BuyBoard Contract No. 601-19. One (1) Electric Refuse Truck Body will be purchased in the amount of $244,572 from Heil of Texas through BuyBoard Contract No. 599-19. The City will receive grant reimbursement in the amount of $185,786 through the North Texas Clean Diesel Project administered by the North Central Texas Council of Governments. The total cost to the City for the Electric Refuse Truck Chassis with a Charging Station and Electric Refuse Truck Body is $353,732.

 

This unit is a scheduled replacement for Capital Outlay FY21-22 in Environmental Waste Collections and will be used as a pilot to evaluate the feasibility of deploying electric refuse trucks in daily collection operations. In addition to fuel savings, other anticipated benefits from electric refuse trucks include lower emissions which promote cleaner and healthier air and a quieter vehicle.

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. (BuyBoard Contract No. 601-19 and BuyBoard Contract No. 599-19 / City of Plano Internal Contract No. 2022-0390-O)

FINANCIAL SUMMARY/STRATEGIC GOALS

Funds are available in the FY 2022-23 Adopted Equipment Replacement Fund budget to purchase one (1) Electric Refuse Truck Chassis with a Charging Station in the amount of $294,946 from Bond Equipment Company, Inc. and one (1) Electric Refuse Truck Body in the amount of $244,572 from Heil of Texas for the scheduled replacement of unit 15904 Truck, Compactor, Side Loading in Cost Center 748 Environmental Waste Collections. The City will receive grant reimbursement in the amount of $185,786 through the North Texas Clean Diesel Project administered by the North Central Texas Council of Governments.  The total cost for the Electric Refuse Truck Chassis with a Charging Station and the Electric Refuse Truck Body is $353,732 and the total budgeted amount for these items is $338,000. The additional funds needed for this purchase, in the amount of $15,732, are available from savings in previous Equipment Replacement Fund purchases.

 

Approval of this purchase relates to the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
