ITEM SUMMARY

To approve an Interlocal Agreement by and between the City of Plano and the North Central Texas Council of Governments (NCTCOG) in the estimated amount of $60,200 for a food scrap composting pilot program; and authorizing the City Manager to execute all necessary documents. Approved

PREVIOUS ACTION/PRESENTATION

On March 28, 2022, the City Council approved a resolution authorizing staff to file for a grant application for a Food Scrap Composting Program through the North Texas Council of Governments in an amount not to exceed $60,200 in FY 2022-2023.

 

This Interlocal Agreement identifies the terms of the of the grant funding.

BACKGROUND

The Environmental Health & Sustainability Department (Department) has been awarded grant funding in the amount of $60,200 to implement a Food Scrap Composting pilot program and respectfully requests authorization to enter into an Interlocal Agreement with the North Central Texas Council of Governments. 

 

The Department will implement a pilot program for a subscription-based residential food scrap composting program for City residents. The proposed program will consist of seven food waste collection sites located throughout the City where program participants can drop off food waste for collection and composting. Each collection site will be accessible 24/7 to subscribers and equipped with lockable carts to help prevent contamination and illegal dumping. A selected organics hauler will collect the food scrap carts and transport the materials to local approved composting facilities. The hauler will also provide regular reports detailing the tonnages by location, contamination rates and other specified metrics. Goals include: increase in landfill diversion; education to residents in food waste prevention, reduction and composting; and evaluation of program participation to help guide future city waste reduction initiatives.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves an Interlocal Agreement with the North Central Texas Council of Governments for a Food Scrap Composting Pilot Program only and therefore, has no financial impact. Furthermore, the Interlocal Agreement is in reference to a Resolution sent to Council back on March 28, 2022, which ratified the filing of a grant application for funds in an amount not to exceed $60,200 in FY 2022-23. 

 

Approval of this agenda item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
