The Engineering Department recommends approval of an expenditure in the amount of $287,616 for engineering professional design services from Pape-Dawson Consulting Engineers, Inc. dba Pape-Dawson Engineers, Inc., for the intersection improvements at the following locations:

 - Ohio Drive at Park Boulevard

 - Custer Road at USA Drive

 - Custer Road at Ridgeview Drive

 - 18th Street at Jupiter Road

This project includes capacity and safety improvements to each intersection.  Improvements include the addition of right and left turn lanes, sidewalk and barrier free ramp replacements, and signal modifications to add capacity and traffic flow efficiency. 

Pape-Dawson Consulting Engineers, Inc. dba Pape-Dawson Engineers, Inc. was deemed most qualified based on their Statement of Qualifications submission for RFQ No. 2021-0377-XR.

The benefit of this project includes increased traffic flow and efficiency, reduced traffic delay and increased traffic and pedestrian safety, which will lead to an increased quality of life for citizens and motorists.

Not approving the expenditure would result in increased traffic delay and continued safety concerns with turning movements and pedestrian facilities, leading to a reduction of vehicular and pedestrian safety and a decrease in quality of life for citizens and motorists.

Funding for this item is available in the 2022-23 Street Improvement CIP.  Professional design services for the Intersection Improvements - Ohio Drive at Park Boulevard, Custer at USA Drive, Custer at Ridgeview Drive, and 18th Street at Jupiter Road project, in the total estimated amount of $287,616, will leave a current year balance of $2,384 for future project expenditures.
