Ordinance No. 2022-10-11: To amend Section 12-101, Prohibited on certain streets at all times, of Article V, Stopping, Standing and Parking, Chapter 12, Motor Vehicles and Traffic, of the City of Plano Code of Ordinances to establish a no parking zone on the east side of North Star Road between the south city limit to the north property line of Otto Middle School, within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. The Transportation Engineering Division staff was made aware that during school pick-up, several parents wait for students between the north and south driveways, blocking the view of carpool traffic exiting the south driveway and obstructing egress and ingress of school buses at the north driveway.

The Transportation Engineering Division of the City of Plano proposes to amend a certain section of the Code of Ordinances to establish a no parking zone along and upon a certain section of North Star Road within the city limits of the City of Plano in order to provide for the safety of the general public within the area.

City staff reached out to the Plano Independent School District, and they indicated they are in support of the proposed parking restriction.

The proposed parking restriction will improve safety and traffic flow by removing on-street parking in the area.

This item may impact revenue collected from parking fines due to the implementation of parking restrictions; however, the exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.

Approval of this item to establish parking restrictions along the east side of North Star Road from the south city limits to the north property line of Otto Middle School supports the City's Strategic Plan Critical Success Factor of Safe, Vibrant Neighborhoods.
