RECOMMENDED ACTION:Approval of Change Order

ITEM SUMMARY

To approve an increase to the current awarded contract amount of $2,533,021 by $154,618, for a total contract amount of $2,687,639, for Sidewalk Improvements - Plano Parkway from Independence Parkway to Alma Drive, Project No. 6901, from MSB Constructors, Inc. for the Engineering Department; and authorizing the City Manager to execute all necessary documents. (Contract No. 2021-0213-B; Change Order No. 3) Approved

PREVIOUS ACTION/PRESENTATION

On April 26, 2021, Council awarded RFB No. 2021-0213-B for Sidewalk Improvements - Plano Parkway from Independence Parkway to Alma Drive Project No. 6901 to MSB Constructors, Inc. in the amount of $2,442,179.

BACKGROUND

Change Order No. 1 was executed on April 6, 2022 to increase the contract by $11,648 for a total contract amount of $2,453,827.

 

Change Order No. 2 was executed on August 31, 2022 to increase the contract by $79,194 for a total contract amount of $2,533,021.

 

The Engineering Department recommends approval of Change Order No. 3 for the increase in the construction contract with MSB Constructors, Inc., in the amount of $154,618, for the Sidewalk Improvements – Plano Parkway from Independence Parkway to Alma Drive project.

 

Change Order No. 3 includes the removal and relocation of an unforeseen 4” irrigation main line supporting an adjacent apartment complex and in conflict with the new hike and bike trail limits.

 

In addition, an existing 12” water main at the Prairie Creek crossing has been determined to be located within the limits of the new pedestrian bridge after field investigation, and approximately 70 linear feet must be relocated outside the proposed bridge limits to avoid damage during construction and allow for maintenance in the future.

 

If this change order is not approved, existing infrastructure will remain in conflict with proposed pedestrian improvements, limiting the ability to maintain these facilities in the future, requiring additional maintenance costs, and the potential to remove new infrastructure to maintain old infrastructure.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Street Improvement CIP.  The third change order for the Sidewalk Improvements - Plano Parkway from Independence to Alma Drive project, in the total estimated amount of $154,618, will leave a current year balance of $5,382 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
