It is the recommendation of Plano Parks and Recreation to award 2022-0588-AC Parks Litter Removal proposal to Lawn Star Landscape.
This contract is necessary to provide outdoor litter removal for large, high-use park and athletic sites, smaller neighborhood parks, high-traffic public buildings, and miles of trails throughout the City of Plano park system; to maintain a level of site cleanliness to protect nearby bodies of water, eliminate loose litter on site, and prevent wildlife from being attracted to heavily used litter receptacles. The service area for this contract includes 94 sites comprised of approximately 2,000 service acres; 1,300 receptacles; and nearly 100 miles of trails stretching across 72 square miles.
The City notified 759 vendors; 45 vendors viewed the request for proposals. Of those 45, the City received two (2) proposals. The evaluation was based on experience and qualifications 30%, service plan 30%, and cost 40%. Lawn Star Landscape was the highest-ranked firm.
The estimated annual expenditure is $625,330. The pricing from the recommended proposer is within budget. Total contract expenditures will not exceed the budget appropriation.
Failure to award this contract would result in a considerable increase in accumulation of litter and debris in parks, athletic sites, and trails citywide. This would lead to an immediate overall decline in the appearance of park properties as well as result in a significant increase in the amount of litter that would enter the City’s storm water system.
