ITEM SUMMARY

To repeal in its entirety Ordinance No. 2021-11-7, codified as Section 18-34 of Article II, Commercial Container Rates, of Chapter 18, Solid Waste, of the Code of Ordinances of the City of Plano, Texas and enacting this new Section 18-34 of Article II, Commercial Container Rates, of Chapter 18, Solid Waste, of the Code of Ordinances of the City of Plano, establishing a revised schedule of rates and charges for solid waste disposal and collection applicable to commercial accounts; providing a repealer clause, a severability clause, and an effective date. Adopted Ordinance No. 2022-11-5.

BACKGROUND

In December 2017, the City of Plano entered into a ten year contract with Republic Services to collect solid waste from commercial and multifamily properties.  Republic Services bills the commercial customers directly and pays the City a 7.5% franchise fee based on gross receipts of revenues. The contract allows an annual commercial rate increase based on the Bureau of Labor Statistics Consumer Price Index for Water, Sewer, and Trash.  The CPI increase for October 2022 was 4.77%.  The contract allows for a maximum increase of 4% effective December 1, 2022.

FINANCIAL SUMMARY/STRATEGIC GOALS

While approval of this item will increase all categories of commercial collection rates, any financial impact is indeterminable at this time.  The next financial impact of increased rates is expected to be minimal.

 

Approval of this agenda item supports the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
