Purchase of Police Pursuit Vehicles through BuyBoard Contract No. 601-19

RECOMMENDED ACTION:Purchase from Existing Contract

ITEM SUMMARY

To approve the purchase of thirty-one (31) Chevrolet Tahoe Police Pursuit Vehicles (PPV) for Fleet Services to be used by the Plano Police Department (PPD) in the amount of $1,471,880 from Caldwell Country Chevrolet through an existing contract; and authorizing the City Manager to execute all necessary documents. (BuyBoard Contract No. 601-19) Approved

BACKGROUND

It is the recommendation of Fleet Services to purchase thirty-one (31) Chevrolet Tahoe Police Pursuit Vehicles (PPV) in the amount of $1,471,880 from Caldwell Country Chevrolet through BuyBoard Contract No. 601-19.  Fleet Services and Purchasing contacted multiple vendors with cooperative contracts available for these units.  Only one vendor is able to provide units meeting our specifications due to current inventory ordering limitations by the manufacturer.

 

Thirty (30) units are scheduled replacements from Capital Outlay FY2022-23.  One (1) unit is an approved fleet addition that will be assigned to the Patrol Services Division for two (2) new Mental Health/Homeless Assistance Officer positions.

 

The purchase of these units is necessary for the following reasons:

 

1. The marked patrol units will be used to replace vehicles in the patrol, traffic, neighborhood police officer, and crime prevention units.  The old units are in need of replacement.  The determination for the need of replacement is based on age, usage, maintenance cost, and re-sale value.  Based on these criteria, Fleet Services recommends the replacement of the above units.

 

2. The new marked patrol unit is needed to support the two (2) new Mental Health/Homeless Assistance Officers.  These officers will increase the ability to follow up on current mental health/homeless requests and serve as points of contact with other City departments, faith-based organizations and service providers who serve the homeless population in Plano. 

 

3. If these units are not replaced, we will incur additional maintenance costs and the salvage values will be greatly depreciated.  In addition, the older, aging units will limit the users’ ability to perform their duties because of increased breakdowns and additional downtime for repairs.

 

The City is authorized to purchase from a cooperative purchasing program with another local government or a local cooperative organization pursuant to Chapter 271 Subchapter F of the Texas Local Government Code and by doing so satisfies any State Law requiring local governments to seek competitive bids for items. FINANCIAL SUMMARY/STRATEGIC GOALS

Funds are available in the FY 2022-23 Adopted budget to purchase thirty (30) Chevrolet Tahoe Police Pursuit Vehicles (PPV) for scheduled replacements in Cost Center 532 Police and one (1) approved new addition Chevrolet Tahoe Police Pursuit Vehicle (PPV) in Cost Center 532 Police from Caldwell Country Chevrolet.  The combined purchase amount is $1,471,880 and the total budgeted amount for these items in the FY 2022-23 Adopted Equipment Replacement Fund and the General Fund budgets was $1,891,000.  The remaining balance of $419,120 will be used for other Fleet and Equipment Replacement purchases.

 

Approval of this purchase relates to the City's Strategic Plan Critical Success Factor of Excellent, Innovative, and Accountable City Government.
