To approve an expenditure for Architectural Services for the Tom Muehlenbeck Recreation Center Renovations in the amount of $1,293,820 from LPA, Inc. for the Engineering - Facilities Division; and authorizing the City Manager to execute all necessary documents. Approved

The Engineering - Facilities Division, recommends entering into a professional services contract with LPA, Inc. in the amount of $1,293,820 for RFQ 2022-0531-X Architectural Services for the Tom Muehlenbeck Recreation Center Renovations, Project No. FAC-F-7525.  The facility has received minimal renovations since it's opening in 2007.  The project will include updating deficient ADA issues, renovations of the locker rooms, replacement of the HVAC system, roofing systems, lighting systems, interior finishes, fire alarm systems, renovations of landscaping, aquatics and computer network cabling. The funding for this project was approved with the 2021 Bond Referendum. 

LPA, Inc. was deemed most qualified to provide the necessary professional services, based on their Statement of Qualifications submission for RFQ 2022-0531-X. After in person presentations, the committee selected LPA, Inc. because of the Firm’s project approach, most notably their methods during schematic design and expansive knowledge of the trends in the recreation and sports industry. Their firm specializes in recreation facility renovations having completed many recent renovations within Texas and throughout the United States.  Their scope of work will include plans and specifications for the Tom Muehlenbeck Recreation Center Renovations.

Not approving the expenditure for the professional services will result in continued decline of this facility and the services provided at this location.

Funding for this item is available in the Recreation Facilities Renovations Fund and is planned for future years, as well.  Architectural services for the Tom Muehlenbeck Recreation Center Renovations project, in the total estimated amount of $1,293,820, will leave a current year balance of $7,398,771 for future project expenditures.
