| | | | | | | | ITEM SUMMARY To amend City of Plano Ordinance No. 2022-1-10, codified as Article II, Building Code, of Chapter 6 of the Code of Ordinances, to add a new Section 117, Third Party Organization, to Section 6-37, Deletions, additions, amendments, of Division 2, Amendments; and providing a repealer clause, a severability clause, a savings clause, a penalty clause, a publication clause and an effective date. Adopted Ordinance No. 2022-11-3. |

| | | | | | | | BACKGROUND Last year, a consultant was retained to review work procedures for permitting and service delivery of the Building Inspections Department. Ten opportunities for improvement were identified, including an expedited plan review permit process where third party organizations will assist city staff with plan review.
Legal staff has reviewed the requirements for the proposed expedited plan review service and has determined the authority to implement this procedure requires an amendment to the Building Code.
The proposed amendment to the 2021 International Building Code will establish the conformance requirements necessary for third party organizations to perform plan review for commercial projects.
The Building Standards Commission reviewed the proposed amendment at their October 19, 2022 meeting and recommends this amendment be approved by the City Council. |

However, revenue may be collected from fines in accordance with Section 1-4(a) of the City Code of Ordinances. The exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.
