Caleb Thornhill, P.E., Director of Engineering | AGENDA ITEM: | Establish no parking zones along sections of the north and south sides of 13th/14th Connector | RECOMMENDED ACTION: | Adoption of Ordinances |
|
| | | | | | | | ITEM SUMMARY To amend Section 12-101, Prohibited on certain streets at all times, of Article V, Stopping, Standing and Parking, Chapter 12, Motor Vehicles and Traffic, of the City of Plano Code of Ordinances to establish no parking zones along sections of the north and south sides of 13th/14th Connector, within the city limits of the City of Plano; and providing a penalty clause, a repealer clause, a severability clause, a savings clause, a publication clause, and an effective date. Adopted Ordinance No. 2023-1-11. |
| | | | | | | | BACKGROUND 13th/14th Connector is a thirty-six-foot-wide collector street running east-west between the northbound Central Expressway frontage road and G Avenue, with adjoining commercial, single-family residential, and multifamily residential land uses.
The westbound 13th/14th Connector is only one lane west of G Avenue for approximately 400 feet and cannot accommodate on-street parking.
13th/14th Connector requires safety improvements for motorist and resident protection due to the improper sight distance along the curve near Patriot Park Apartments.
The proposed safety improvements also change the marked lane widths to accommodate on-street parking along the north curb line near 608 13th/14th Connector.
The Transportation Engineering Division of the City of Plano recommends an amendment to a certain section of the Code of Ordinances to establish no parking zones along certain sections of 13th/14th Connector, within the city limits of the City of Plano in order to provide for the safety of the general public within the area. |
| | | | | | | | FINANCIAL SUMMARY/STRATEGIC GOALS This item may impact revenue collected from parking fines due to the implementation of parking restrictions; however, the exact change in revenue is indeterminable and will have minimal impact on the General Fund budget.
Approval of this item to establish parking restrictions along the 13th/14th Connector supports the City's Strategic Plan Critical Success Factor of Safe, Vibrant Neighborhoods. |
