Since the execution of the original interlocal agreement (ILA) for the Cotton Belt Corridor Regional Rail project, City of Plano and DART staff have collaborated to develop additional design accommodations to benefit Plano residents and the broader public. The project elements include grade-separated crossings and at-grade crossings for both the rail line and hike and bike trail, additional improvements at rail stations, signal timing coordination within Plano and an additional turn lane from the President George Bush Turnpike Eastbound Frontage Road to northbound Alma Road. In addition to refining roles and responsibilities, the ILA now has the completion of the Silver Line set to December 31, 2024. This is a two-year delay from the original estimate of December 31, 2022 contained in the original ILA.
The DART Board of Directors approved the amended and restated ILA at their November 15, 2022 meeting with DART Resolution No. 220182. Staff recommends approval of the amended and restated ILA for DART's Silver Line project in Plano.
