ITEM SUMMARY

To approve an expenditure for engineering professional services for Pecan Hollow Golf Course Erosion Control for Holes 6 and 7, Project No. 7419.1, in the amount of $328,800 from Teague Nall and Perkins, Inc. for the Parks and Recreation Department; and authorizing the City Manager to execute all necessary documents. Approved

BACKGROUND

Rowlett Creek flows through Pecan Hollow Golf Course. Along several locations of the creek, erosion poses a threat to existing course amenities, including cart paths and greens. A recent study by Teague Nall and Perkins, Inc. to evaluate areas of concern identified two areas (one along Hole #6 and another along Hole #7) as high-priority locations for streambank stabilization projects to protect existing amenities.

The Parks and Recreation Department recommends approval of an expenditure in the amount of $328,800 for engineering professional services from Teague Nall and Perkins, Inc. for Pecan Hollow Golf Course Erosion Control for Holes 6 and 7, Project No. 7419.1. The project includes hydraulic analysis, environmental and archaeological study, geotechnical investigation, and structural inspection of two pedestrian bridges, resulting in preliminary, final design, and construction related engineering design services to address streambank stabilization improvements for the sites A1 and A2 on Rowlett Creek, adjacent to Holes 6 and 7.

 

Teague Nall and Perkins, Inc. was deemed the most qualified based on their Statement of Qualifications Submission for RFQ No. 2021-0377-XR.

The benefit of this project includes the design of full height concrete block retaining wall system to address existing streambank erosion and sloughing that is threatening golf course amenities, specifically the cart path associated with Hole 6 and the greens associated with Hole 7. The project will also investigate the appropriate remedy for erosion affecting two pedestrian bridges where significant erosion is migrating toward bridge abutments. 

Not approving the expenditure would result in continued unchecked streambank erosion and potential failure and loss of the amenities noted and potential risk to the safety of golf course patrons. 

 

The design process is estimated to be completed in the summer of 2023.  The project will then be released for bidding. Bids will be reviewed, an offeror will be selected, and a bid award will need Council action in fall 2023.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the 2022-23 Municipal Drainage CIP.  Engineering professional services for the Pecan Hollow Golf Course Erosion Control for Holes 6 and 7 project, in the total estimated amount of $328,800, will leave a current year balance of $1,800 for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
