To transfer the total sum of $7,000,000 from the Water & Sewer Unappropriated fund balance to the Sewer CIP Fund and Capital Maintenance Fund for fiscal year 2022-23, for the purpose of providing funding in the amount of $5,000,000 for Sewer Improvements - Data, Lotus & PGBT, Plano Parkway Parallel Interceptor and Dallas North Trunk- Phase 2; and $2,000,000 for the addition of a 3rd generator at Ridgeview Pump Station, amending the Budget of the City adopted by Ordinance No. 2022-9-9, specifically Section 1, Item “M”, to reflect the actions taken herein; declaring this action to be in the public interest; and providing an effective date. Adopted Ordinance No. 2022-12-7

On September 12, 2022, City Council adopted the Operating Budget Ordinance for the 2022-23 fiscal year, which included appropriations for the Water & Sewer Fund of $155,836,285.

Supplemental appropriations have been approved in the past on an as-needed basis by the City Council to address funding requirements that were not identified within previously adopted budgets and that would not be prudent to delay to the next fiscal year.  In this case, ample Water & Sewer Fund (Fund 41) balance, will be used to cover the one-time costs for these two (2) items.

This agenda item would amend the current Sewer CIP Fund (Fund 34) appropriation by $5,000,000 and the Capital Maintenance Fund (Fund 35) appropriation by $2,000,000 for the current year by granting additional expenditure capacity that would otherwise be held within the fund balance of the Water & Sewer Fund (Fund 41). 

The total amount of funding, in the amount of $7,000,000, consists of:

1. $5,000,000 –The Engineering Department is requesting additional appropriation to provide funding for Sewer Improvements - Data, Lotus & PGBT (Parallel or replace 1,750 feet of 24" and 36" sewer line located along the President George Bush Turnpike access road between Alma Drive and Custer Road), Plano Parkway Parallel Interceptor (Installation of a 30 inch diameter interceptor on Plano Parkway from East of Independence to West of Coit and along Prairie Creek from Plano Parkway to President George Bush Turnpike) and Dallas North Trunk- Phase 2 (Trunk line along Plano Parkway from west of Coit to Prairie Creek and along Prairie Creek from Plano Parkway to President George Bush Turnpike)

2. $2,000,000 – Funding to the Capital Maintenance Fund, is requested for the addition of a 3rd generator at Ridgeview Pump Station.

This funding was not planned when the current budget was adopted.

This is the first supplemental appropriation for the FY 2022-23 Water & Sewer Fund (Fund 41) Budget, totaling $7,000,000.
