AGENDA ITEM:Resolution to Call a Public Hearing for the Downtown Plano PID
RECOMMENDED ACTION:Adoption of Resolutions

ITEM SUMMARY

To call for a public hearing on the creation of a public improvement district, the Downtown Plano Public Improvement District, being located within the corporate limits of the City of Plano; and providing a severability clause and an effective date. Adopted Resolution No. 2022-12-3(R)

PREVIOUS ACTION/PRESENTATION

In 2014, Council adopted an ordinance creating the Downtown Plano Public Improvement District (Downtown PID) with a term of three years.

In 2017, Council extended the term of the Downtown PID for five additional years.

In 2019, Council expanded the Downtown PID to include additional properties. 

BACKGROUND

Each of the previous actions was the result of petition drives by the property owners.  Over the years, the Downtown PID has successfully supported HDPA’s mission to promote Downtown Businesses and attract visitors.  They accomplished this by holding successful yearly events, monthly wine walks, and a very active social media campaign.

 

The term of the current PID is coming to an end.  After consulting with the City’s PID consultants, the current PID Management Committee determined that establishing a new PID, rather than renewing the existing PID, would better serve their needs. 

 

A petition, included with the attached resolution, was circulated outlining the parameters of the new PID. The petition also reiterates that the levied funds would be used in a manner similar to the existing PID. 

 

This action calls a public hearing to discuss the creation of a new public improvement district in Downtown Plano.  Details of the district's creation will be discussed at the public hearing in January.


FINANCIAL SUMMARY/STRATEGIC GOALS

This item has no financial impact.  If adopted, a Downtown Plano Public Improvement District activities are funded by property owners within the district. 

 

Approval of this Resolution supports the City's Strategic Plan Critical Success Factors of Residential and Commercial Economic Vitality and Excellent, Innovative, and Accountable City Government.
