ITEM SUMMARY

To call for a public hearing on the creation of a public improvement district, the Haggard Farm Public Improvement District, being located within the corporate limits of the City of Plano; and providing a severability clause and an effective date. Adopted Resolution No. 2022-12-4(R)

 

PREVIOUS ACTION/PRESENTATION

This action is the first step in creating a public improvement district, which will be similar to those approved for the Collin Creek Redevelopment Project.

BACKGROUND

The Haggard Farm Public Improvement District covers the eastern portion of the existing farm as shown on the map found as Exhibit B in the resolution.  This resolution sets the date for the public hearing to be held at 7:00 p.m. on January 9, 2023. Details of the district's creation will be presented and discussed at the public hearing.

 

As with the Collin Creek Redevelopment Project, the purpose of the PID will be to sell bonds to fund public infrastructure that historically would be the responsibility of the developer.  Those bonds will be repaid using proportional levies on the private property within the PID.  Until the properties are sold to other entities, the current property owner is responsible for the entire yearly levy – starting in year one.  It should be noted that while the City will be sponsoring the bond sales, the City is not responsible for the bonds repayment or performance. This resolution does not give approval to any levy or bond sale.  Those are actions for another Council meeting.

FINANCIAL SUMMARY/STRATEGIC GOALS

The costs associated with the proposed Haggard Farm Public Improvement District are discussed in the resolution.  The City will not incur any costs associated with the Authorized Improvements or supplemental services using any City funds.  All PID related City costs will be funded by assessments levied on property within the pubic improvement district. 

 

Establishing a public improvement district at the site relates to the City's Strategic Plan Critical Success Factors of Residential and Commercial Economic Vitality and Excellent, Innovative and Accountable City Government.
