This agenda item provides a public hearing/opportunity for comments regarding the use of funds from the U.S. Department of Housing and Urban Development (HUD), during the grant cycle October 1, 2021 through September 30, 2022.
No formal action is needed by City Council.
The City receives Community Development Block Grant (CDBG) and HOME Investment Partnership funds from HUD. Therefore, in order to continue receiving these funds, the City must prepare an annual report that states the manner in which federal funds were used over the past year. The report is the Consolidated Annual Performance Evaluation Report (CAPER). A summary of the CAPER will be presented during the public hearing. The comments received during the public hearing will be included in the report provided to HUD.
The following is an overview of the 2021 grant year, which is the second year of Plano’s 2020-2024 HUD Consolidated Plan for housing and community development needs.
- Plano expended $2,170,020 in CDBG, HOME and CDBG-CV federal funds from HUD.
- One hundred percent of funds expended were used to provide housing and/or public services to low- and moderate-income persons.
- A total of 539 individuals and 29 households were assisted.
- Projects related to creating and sustaining housing included housing rehabilitations for 29 households.
- A total of 166 individuals received homelessness prevention assistance, of which 60 were economically impacted by the COVID-19 Pandemic.
- Projects that contributed to suitable living environments included homeless shelter and supportive services for 149 individuals and youth programs for 43 individuals.
