RECOMMENDED ACTION:Award/Rejection of Bid/Proposal


RFB No. 2023-0080-ER for the initial term of $1,976,750 or two (2) years, whichever occurs first, with two (2) City optional renewals for Concrete Sidewalk Requirements West - 2023, Project No. 7599, for the Public Works Department to Garret Shields Infrastructure, LLC in the amount of $1,976,750 for each term; and authorizing the City Manager to execute all necessary documents. Approved


Public Works Department recommends the bid for the Concrete Sidewalk Requirements West - 2023 project be awarded to Garret Shields Infrastructure, LLC, in the amount of $1,976,750, to be accepted as the lowest responsible bid for the project conditioned upon timely execution of all necessary documents.


This project involves the repair of sidewalk and barrier free ramps primarily due to issues with trip hazards or slopes that are in violation of ADA requirements. Repair locations are identified through citizen and staff requests and verified by Public Works staff as an ADA compliance issue prior to construction. The total quantity includes 100,000 square feet of concrete sidewalk as well as the repair of 238 barrier free ramps at various locations throughout the City of Plano, generally west of Independence Parkway.


If this project is not awarded at Council, existing ADA compliance issues will not be repaired, leaving pedestrian facilities in an unsafe condition.


Engineer's estimate for this project is $1,923,000.


Funding for this item is available in the 2022-23 Capital Maintenance Fund Budget and is planned for future years, as well.  Award of the Concrete Sidewalk Requirements West contract has an initial term of two (2) years or $1,976,750 and two (2) City optional renewals of the same term, for an estimated total amount of $5,930,250 if all renewal options are exercised.


Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
