| | | | | | | | PREVIOUS ACTION/PRESENTATION A Downtown Plano Public Improvement District has been in existence since 2014 when Council created the first iteration of the district. Subsequent Council actions extended the district for five-years and increased the size of the district.
On December 12, 2022 , the City Council adopted a resolution calling a public hearing to establish a new Downtown Plano Public Improvement District. Following adoption of the resolution to call a public hearing, notice of the public hearing was published in The Dallas Morning News on December 22, 2022 and mailed to each property owner via US Post (certified return receipt service). Both notices met the required 15-day notice period as required by Chapter 372 of the Texas Local Government Code. |
| | | | | | | | BACKGROUND Over the years, the Downtown PID has successfully supported HDPA’s mission to promote Downtown Businesses and attract visitors. They accomplished this by holding successful yearly events, monthly wine walks, and a very active social media campaign.
After consulting with the City’s PID consultants, the current PID Management Committee determined that establishing a new PID, rather than renewing the existing PID, would better serve their needs. Exact details can be found in the attached resolution; however, it should be noted that the following changes are significantly different from the previous PID:
- The boundaries of the PID now include few of the multi-family developments.
- The method of assessment has changed from one based on value of the entire property to one based on the square footage of the buildings (improvements). This change will reduce the assessment for most property owners and provide a more proportionate assessment based on benefit.
- All property owners are now eligible to vote on expenditures at the monthly meetings. A quorum is set for any five owners in attendance.
Staff recommends that Council conduct the public hearing and approve the attached resolution creating the new Downtown Plano Public Improvement District. |
