Change Order No. 1 for the purchase of four (4) additional Motorola MCC 7500E Dispatch Consoles through HGAC Contract No. RA05-21.

RECOMMENDED ACTION:Approval of Contract Modification

ITEM SUMMARY

To approve an increase to the current awarded contract amount of $578,628 by $392,388, for a total contract amount of $971,016, for four (4) additional MCC 7500E OP positions and related equipment to the City of Plano EOC Backup Dispatch Site, also includes an additional firewall for Public Safety Communications from Motorola Solutions; and authorizing the City Manager to execute all necessary documents. (HGAC Contract No. RA05-21; Change Order No. 1) Approved

Initial purchase approved at the June 13, 2022 Council Meeting.

BACKGROUND

The Public Safety Communications (PSC) department utilizes Motorola MCC 7500E radio consoles at our primary site to communicate with field responders.  PSC and the Technology Services Department recommend award of a Change Order 1 for the purchase of four additional Motorola MCC 7500E radio consoles to communicate with field responders from our alternate/back up dispatch center.  At the June 13, 2022, Council Meeting, the purchase of four MCC 7500E radio consoles for our backup site were approved (total amount $578,628).   The order for the initial four was sent to Motorola on June 14, 2022.  Due to supply chain issues, the consoles have been delayed until May 2023.  PSC was approved four additional MCC 7500E radio consoles in the FY 22-23 budget to complete the radio implementation at our backup site. PSC and TS are recommending approval of a change order to the initial order in the amount of $392,388 for a total contract of $971,016.  Approval of a change order rather than a separate order saves the city additional project management and reduced implementation/engineering fees. 

 

PSC worked closely with the City of Plano Radio Shop to identify the solution needed.  The Radio Shop maintains a P25 radio console network.  The P25 system currently in place is provided by Motorola Solutions, Inc.  Each component of the system is proprietary and will not allow any diversity within the network.  With the restriction of the network, staff recommends the award of the change order sole source purchase to Motorola Solutions, Inc.

 

This change order award includes the purchase of the hardware, software, installation services, and maintenance for the four additional radio consoles. 

 

The radio consoles are being ordered as equipment to be used and placed at our alternate/backup dispatch site.  If it is not awarded, the dispatchers will not receive critical emergency activation notifications and radio identifiers from field personnel while working at our alternate site. 

 

The City is exempt from the competitive bid process for the purchase as allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022(a)(7)(A).  (HGAC Contract No. HGAC RA05-21/City of Plano Internal Contract No. 2022-0500-O)

Funding for this item is available in the 2022-23 Technology Fund.  Council approved the purchase of four (4) Motorola MCC 7500E Dispatch Consoles, in the total amount of $578,628, on June 13, 2022.  This request is to award a change order to purchase an additional four (4) Motorola MCC 7500E Dispatch Consoles including software, installation services, and maintenance from Motorola Solutions, Inc., in the total amount of $392,388, which will leave a remaining balance of $107,612 in the Technology Fund for other project expenditures.

 

Approval of this item supports the City's Strategic Plan Critical Success Factors of Safe, Vibrant, Neighborhoods, and Excellent, Innovative, and Accountable City Government.
