ITEM SUMMARY

To certify the terms and conditions of an Advance Funding Agreement for a Congestion Mitigation and Air Quality (CMAQ) improvement project for the construction of a continuous bicycle and pedestrian trail from Bradshaw Drive to the future Shiloh Road Silver Line DART Station; authorizing its execution by the City Manager; and providing an effective date. Adopted Resolution No. 2023-1-3(R)

BACKGROUND

The City of Plano intends to enter into an Advance Funding Agreement with TxDOT for the design and construction of the Breckinridge Trail Extension project. The agreement will span from FY 2022-2023 to FY 2023-2024 and fund up to $4,200,000 of eligible engineering and construction costs.

Located in southeast Plano, the Breckinridge Trail Extension project will mostly utilize the ONCOR transmission easement corridor, extending from the existing termination point at Bradshaw Drive adjacent to Otto Middle School to the future DART Shiloh Road station. The City commissioned a feasibility study in 2020 to determine the optimum trail alignment. The scope of the funding agreement is based on the optimal route determined in that study. The Breckinridge Trail Extension will ultimately construct a 12ft. wide shared-use path approximately 1.60 miles in length, with a low-water crossing, seating, and trash bins along the pathway. The trail is part of the NCTCOG Mobility 2040 Regional Veloweb.

If the Resolution is not approved, the City will not be able to execute the Advance Funding Agreement with TxDOT. The City would have to forfeit the awarded $4,200,000 grant funding, and would not be able to move forward with design or construction of the Breckinridge Trail Extension project.

 

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves an Advance Funding Agreement that will provide revenue to offset Breckinridge Trail Extension project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
