ITEM SUMMARY

RFB No. 2022-0725-B for Erosion Control Improvements at Two Aerial Crossings and Hedgcoxe Undercrossing Trail Phase 1 – 6039.1, Project No. 6913, for the Engineering Department to Ragle Construction, Inc. in the amount of $2,586,341; and authorizing the City Manager to execute all necessary documents. Approved

 

 

BACKGROUND

The Engineering Department opened bids on November 15, 2022 for the Erosion Control Improvements at Two Aerial Crossings and Hedgcoxe Undercrossing Trail Phase 1 project.  The project includes the rehabilitation of two sanitary sewer aerial crossings, retaining walls and new trail improvements.  Locations include an aerial crossing at White Rock Creek, south of Hedgcoxe Rd and east of Preston Rd and an aerial crossing along Russell Creek near Hoblitzelle Park.  The aerial crossing at Hoblitzelle Park will include retaining wall improvements and new trail improvements as part of the Hoblitzelle Park Trail expansion.

 

The lowest responsive and responsible bid was submitted by Ragle Construction, Inc., in the amount of $2,586,341. There was a total of one thousand and ninety (1090) vendors notified of this project. Two (2) complete bids were received for the project as shown in the attached bid recap.

 

If this project is not awarded, it will result in continuing maintenance costs, and the potential failure of these two aerial crossings. In addition, portions of the Parks trail system would be left non-continuous along Russell Creek, resulting in a reduction in the quality of life for residents utilizing the trail system.

FINANCIAL SUMMARY/STRATEGIC GOALS

Funding for this item is available in the Sewer CIP and Park Fee Program Funds.  Construction services for the Erosion Control Improvement at Two Aerial Crossings and Hedgcoxe Undercrossing Trail Phase I project, in the total estimated amount of $2,586,341, will leave a combined balance of $19,595 available for future project expenditures.

 

Approval of this item will support the City's Strategic Plan Critical Success Factor of being an Excellent, Innovative, and Accountable City Government.
