Standard medical equipment used by Plano Fire-Rescue (PFR) includes the LIFEPAK 15 cardiac monitor, Power-PRO 2 ambulance cot, and LUCAS Device chest compression system. Stryker Corporation is the sole source vendor for the LIFEPAK 15, Power-PRO 2, and LUCAS Device. Plano Fire-Rescue recommends awarding the purchase of three (3) LIFEPAK 15 cardiac monitors, nine (9) Power-PRO 2 cots, and four (4) LUCAS Devices in the amount of $563,391 to Stryker Corporation.
Funding for three (3) LIFEPAK 15 cardiac monitors is included in FY 2022-23 Budget Supplement #00552001 - Additional Med Units.

PFR currently has six (6) Power-PRO cots that have reached the end of their service life. Funding for six (6) replacement Power-PRO 2 cots is available in the Fire Department’s Equipment Replacement Fund.
PFR currently has four (4) LUCAS Devices that have reached the end of their service life. Funding for four (4) replacement LUCAS Devices is available in the Fire Department’s Equipment Replacement Fund.
If not awarded, Plano Fire-Rescue will not have the necessary equipment to adequately provide Emergency Medical Services. Deferred replacement of old equipment will result in additional maintenance costs for units that are beyond their recommended service life.
The City is exempt from the competitive bid process for this purchase allowed by Texas Local Government Code Chapter 252 Subchapter B Section 252.022 (a)(7)(A). (City of Plano Contract No. 2023-0068-X).
