ITEM SUMMARY

Public Hearing and consideration of a Resolution to adopt the 2022-2023 HOME-American Rescue Plan allocation and proposed use of funds for program year 2022-2023; designating the City Manager as Chief Executive Officer and authorized representative of the City for the purpose of executing the contract consistent with this resolution, giving required assurances, acting in connection with said contract, and providing required information; providing an effective date; and authorizing the City Manager to execute all necessary documents. BACKGROUND

This agenda item provides a public hearing/opportunity for comments regarding the use of funds from the U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships –American Rescue Plan (HOME-ARP) as has been written in the HOME-ARP Allocation Plan.

City of Plano has been allocated $1,988,051 in HOME-ARP funds. These funds will be used to provide homelessness prevention and tenant based rental assistance (TBRA) services to income eligible Plano households. Homelessness prevention services, in the form of rental assistance (including utility assistance, as needed), will be provided to low-income households with an annual income at or below 50% of the area median income. TBRA services will be provided to extremely low income households that meet the Category I or II definition of homeless as defined by HUD. All funds must be expended by September 30, 2030.

 

Next Steps

 

If City Council chooses to approve of the HOME-ARP Allocation Plan, staff will submit the plan to HUD by no later than January 18, 2023. HUD has 45 days to review and either accept or reject the Plan with suggested clarifications or edits. Once HUD approves the Plan, a request for proposal will be let for at least 30 days to allow nonprofit organizations interested in administering these funds the opportunity to submit an application. After an organization(s) is chosen, both programs will be open to assist Plano residents and marketing of these programs will begin.

FINANCIAL SUMMARY/STRATEGIC GOALS

This item approves a contract with the U.S. Department of Housing and Urban Development. The total amount to be received in FY 2022-23 and FY 2023-24 is not to exceed $1,988,051, in HOME Investment Partnerships – American Rescue (HOME-ARP) Plan funds.
